Pratt & Whitney's Legal Contracts and Compliance organization is searching for an experienced export control professional to support the Operations business unit. This role is based out of East Hartford, but the following alternate locations can be considered: Middletown, CT or West Palm Beach, FL

As a Senior Associate in this position you will perform as an International Trade Compliance (ITC) Export Authorizations Owner (AO). Your responsibilities include overseeing and managing US government commercial licenses and military agreements for the international manufacture of export-sensitive Pratt & Whitney engine hardware and the export of associated technical data.

As an ITC AO, you will also be the primary point-of-contact for Pratt & Whitney Operations through creation and activation of an Authorization, and will then have responsibility for managing the day-to-day execution of the Authorization and coordinating with the Authorization Users embedded in the business.
Responsibilities include:

  • Work within a multi-discipline export compliance team setting and drive, via strong communication and leadership skills, business unit ITC process to obtain desired licenses and support other pertinent matters as required to assist the export compliance team and the company
  • Manage a portfolio of various types of export authorizations, including: Manufacturing License Agreements, Technical Assistance Agreements, DSP licenses, commerce licenses, and exceptions/exemptions under the EAR and ITAR
  • Monitor export authorization details and business conditions to ensure PW obtains/renews export authorizations on time and properly manages existing authorizations (including values associated with export authorizations)
  • During the authorization drafting process, work closely with technical experts in Operations and Engineering to execute strategic planning and compilation of pertinent information to accurately and effectively write commercial and military export license and agreement applications for the export of controlled hardware and/or technical data, services, and manufacturing activities
  • Facilitate and support company procedures related to export compliance, edit and maintain appropriate export licensing, agreements, exemptions and exceptions standard work processes, provide one-on-one export compliance guidance to internal customers, and contribute to and conduct internal training toward matters related to export controls
  • Manage Authorized Users, train, and act as a resource to answer questions regarding use of authorizations owned and the execution of Authorization Standard Work
  • Reconcile quarterly ITAR agreement Hardware Manufactured Aboard (HMA) value with supplier and SAP and analyze expenditure rate and future demand to ensure sufficient authorization coverage
  • Create and maintain monthly agreement/license export data logs.
  • Administer daily agreement/license Authorized Users and export transactions utilizing AMP, TD360, SAP/GTS, and other ITC automation tools.
  • Develop and maintain ITC expertise through internal and external ITC training
  • Participate in the development of training material to share lessons learned and communicate updates to ITC training material to the user community.
  • Conduct and support quarterly meetings with Authorized Users.
  • Participate in quarterly ITC Authorizations Stand Downs conducted by the LCC ITC Organization.
Education:
  • Bachelor's Degree required. Preferred fields of study are Legal, Engineering, Business Management or Supply Chain
  • Advanced degrees preferred

  • US Citizenship required (due to Government contractual requirements)
  • 1 year of International Trade Compliance supporting business operations
How about any of these Preferred Qualifications?
  • Advanced degree or MBA preferred
  • 5 years' experience with interpreting and applying ITAR and EAR and other applicable laws and regulations governing international trade, to include: Experience with the application and management of export authorizations including use of internal and external IT tools (SAP, D-Trade/SNAP-R/OCR-EASE, etc.)
  • Experience and understanding of regulations governing international trade, and applying that to managing authorizations. Fundamental understanding of customs/import laws and non-U.S. trade compliance regulation and Export Control Reform
  • You currently have, or will be able to obtain, certification as a Jurisdiction and Classification Level 2 and Business Process ITC Focal
  • Strong analytical, project management, problem-solving, interpersonal, leadership, and verbal and written communication skills. Proven effective utilization of ACE/continuous improvement tools to drive process improvements. Able to perform in a fast paced environment
  • You're a dynamic problem solver with the ability to craft solutions to everyday challenges with creative new ideas
  • Ability to work with and influence people with diverse backgrounds and experience
  • Expert written and verbal communicator with good interpersonal ability
  • Six-Sigma, Continuous Improvement, or Achieving Competitive Excellence (ACE) Associate Certification is strongly preferred
  • Self-starter and who can work with minimal supervision
  • Exceptional interpersonal skills and solid track record of teamwork, adaptability, innovation and initiative
  • You are comfortable working with Microsoft Office and SAP
